As always, it depends on the user's requirements. And also the availability of plugins for the tasks you want to perform if you choose a CMS (learning how to manage the APIs and integration with a CMS is something that may take longer than expected)

A half point between both alternatives can be to use a Headless CMS, and in that way integrate it inside the page with a little more freedom.
