cmd is used for everything! It's the command line, you can use it to run programs, check diagnostics, write code, everything! Though generally linux command lines tend to be better than Windows ones (mac I'm not sure).

So yes cmd is used for hacking. BUT that would be like saying programming is used for hacking. Programming is for making programs, only a small portion of people use programming to hack. That is to say, most people don't use cmd for hacking, but some defiently do.
