Start with Web Development.
With app development, you might get stuck pretty quick on making a backend for your app. If you start with web development, you'll get to know things like how to make an API, using different database technologies, making a server... all things that are helpful for app development.
I started out with app development, with a bit of knowledge of Java, and I figured out how to make an app UI fine, but I got totally stuck on how to make a backend for an app. I required someone else to make a backend for me. I've started on web development now and I'm learning all the things I wish I learned before I started app development.

I would suggest to start with Web development otherwise you will get struck while developing backand of app.
