Yes, we can. For starter use PhoneGap; this is one good framework which allows us to creat mobile applications using HTML/CSS & JavaScript. We do Xamarin which is another framework. Hope this was helpful :-)

Yes, definitely!..
Using HTML, CSS, JavaScript and any other related platforms (jQuery, Angular, etc), you can create nice looking mobile apps.. I've worked with the Adobe platform called PhoneGap.. It is really nice and I would strongly advise you to give it a try.. You can find good tutorials on it online, just Google.. Another option you have is Cordova.. I haven't done much with it but I can tell it's also cool.. Nevertheless, I would recommend PhoneGap.. The best part is- it supports multiple platforms.. Instead of building the same app for different platforms, you can just simply build it as a web app, and PhoneGap does the rest.. PhoneGap supports Android, iOS, Blackberry and Windows..
This is not limited to the boring apps we all know.. You can also create games with it.. If you are familiar with HTML5 canvas and/or other graphics libraries like WebGL, you can also convert it to the platform of your choice.. This is a very neat solution for web developers who have no knowledge of app development in those platforms.

yes you can develop mobile applications with html, css, javascript. you must use "cordova" platform to develop apps. you can develop cross platform apps with one code. try on google by typing "codova" and u can find more tutorials. if you want learn more about ask from me!:-)

There is a cool platform called "fusetools". it is used to build mobile apps which you can export to android or ios format. its codes are in a tagged form e.g <App>, <StackPanel>, <Slider> etc... it makes use of an inline css, JavaScript...

you can develop the web-apps, I can't give you any example. but if you want to develop mobile apps, it would be better to try another languages, for Android OS — JAVA, C, for iOS — Swift

i'd say, and i know this may sound cliche, but depends. if you want something easier to build, capable of being used anywhere, and that you can write even with a notepad, go for the web pack (html, css, js if required, php or similar if server-side logic is required); else, go for a simple and worldwide-used OS and develop for it. java for android is a good start, but very verbose for the programmer. c# has a lot more syntatic sugar into it, making it easier to work with and maintain, but the best i know with it for mobile is xamarin...

yup, but you either download an sdk like this ionicframework.com or find a website online that lets you im sure a quick google search of "online html and css app creator" but html is used for website building so you would be better of learning another language to make apps

Yes. There is a thing that called WebView that is used to display web pages in mobile apps. You can create web application and then embed it to your mobile app through WebView. Steam mobile app is made this way.
