I want to create an interactive online exam platform and using which languages I can create that? Which programming languages are best for creating quizzes with negative marking? Can I get any tutorial from any website? I search google but didn't get so much information about it. Plz help me by providing steps? I want to create an website first and then an android app on online exam platform with negative marking and leaderboard. I hope you will talk only with real knowledge. Thank you :)

That idea of yours is great. The simple answer is JS, CSS, HTML. And if you want to store the markings in a data base and access them, PHP and SQL.
