Can Atom (From Github) be turned into a fully functional IDE?

Question

I am relatively new to coding, have been learning for a few months on sites such as codecademy and from books. When I asked my friend who has been a programmer for years what IDE he recommends, he said his favorite was Atom. Being a text editor, not an ide, can it be turned into an ide? and if so, how?

I use both Windows 10 and Ubuntu 18.04, thanks for any help.
