Is there any reason to use text formatting elements in HTML <strong> <em> <mark> etc.?

They have a semantic mean... at example em put an emphasys on the content (than indirectly change the text style). Then if you are ONLY styleing, use css only BUT if you are interested to semantic also, use html tag (with css if needed)
