1. Learning Time: It takes at least as much time to learn both offline & online dev. than it takes to learn only online (web) dev.
2. Jobs: There are at least as many jobs available for those who can dev. both online & offline than those who can only dev. online (web)
3. Salary: An individual's salary depends on many factors (e.g. negotiation skills) but across the market, those who have the skills to dev. both offline & online would qualify for at least all of the salaries they would qualify for if they only had the skill to dev. online (web)
4. Popularity: The usage of online & offline dev. would be at least that of solely online (web) dev.
5. Difficulty: The difficulty of dev. for both online & offline environments would be at least that of only developing for an online (web) environment
6. Demand: There is at least as much demand for the skills of those who can develop both offline & online than those who can only dev. online (web)

Web development is a subset of software development, so I'm confused by your question.

web development: web apps, web server development, website design or developing.

according to me I prefer software development in case I get a choice in web development and software development. web development is now not so much needed though. and softwares are being built day by day... so developers are required for that field.
