How to connect to oracle db from php?

Question

How to integrate Oracle connection in iis with php7.1?
I try everything but no luck.
Installed oracle instantclient, set environment path, uncommented .dll files in php.ini but, still unable to connect. So, please help me to fix this.

uncomment dlls oci and openssl and restart the server, and check exception when try to connect. the string connection is like //php
$db = "(DESCRIPTION=(ADDRESS_LIST = (ADDRESS = (PROTOCOL = TCP)(HOST = x.x.x.x)(PORT = 1521)))(CONNECT_DATA=(SID=orcl)))" ;
