I want to install the newest version of Pycharm. but it says 'You've already installed JDK define JAVA_HOME variable'

What does above mean?

There seems to be some kind of problem with your Java installation though. The best way to get rid of warnings is to do what they tell you to do (define the Java home variable). If you don't want to do that, just ignore the warnings and try to restart the PyCharm installation and/or your pc. Ignoring warnings is usually not the best idea though
