I've been introduced to some CSS and HTML in school, my personal opinions is all about layout and colors... Make it look natural, professional, and pick the right colors and transitions for your website. Don't make it look typical or boring. Also, no you don't necessarily need CSS to create a website, but it's necessary in a way if you want your website to actually be "a website," gives it color, texture and perspective.
