If you are a freelancer or a small business, then PHP is definitely the way to go. Dot net is preferred only if you want enterprise level web apps. For basic CMS websites and web Apps PHP is the best, because there are a number of stable libraries and frameworks available. Also the server costs will be lower for PHP servers. Remember Facebook uses PHP not dot net!
