3-accept license agreement
4-download
5-run downloaded file
6-install it on windows

Use the earlier comment to install jdk and finally copy the path where "jdk" is installed, to system variables :)

All I do as it is recommended. I check in command promt.javac is not the internal or external command executed by the program or a package file.
