How to make a Web view application for sololearn.what we make in web playground.

I need a way to make it online because my system doesn't support android studio.

Do I get your right you want to create a Android App with Webview?
-> If I do so then you could use Cordova | Phonegap

Phonegap|Cordova should be working on your Computer (I asume) Download/Install Node.js and NPM (Node Package Manager) the install Cordova (npm install cordova) I think there a good tutorials out there.

Or when you'd like to spend around 10$ you could buy "AIDE IDE for Phonegap/Cordova" on google play

You can use an app on your android device to make apps, its called Sketchware, if you havent already then I recommend you check it out, I think it was made by M.I.T

Maybe I completly missunderstood you.
Do you mean you: You want to write your android App Code (Java/Xml/the rest) on your phone and build it with your phone as an app, becaise your computer can’t run Android Studio
