With HTML you basically tell which text(or other elements) is where. Also you have to implement other used files like js or CSS files.
In the CSS file you set the attributes for the elements in your HTML code.
With js you can add some function to the code. E.g. you could perform a task by opening the window.
You can also use php in websites, it can be combined with html and is used for the functionality like js.
There are courses for HTML, JS, CSS and PHP on SoloLearn if you like, I would recommend to start with HTML. If you want to create a first website, it wont take long. For more komplex websites, you should learn the other languages i listed too.
