Is it possible to build and host a website all from an andriod phone?

I don't see why not:

Just skimming through the idea, if you were able to setup a web server on your phone in a terminal interface (I don't know how some web servers would like an Android environment to operate on, I guess they'd recognize it as Linux... because you know, Android), then setup port connections via port forwarding to your public interface.

It could be a security issue to you though, since users would usually access the site through your public address.

NOTE: it'd also be dreadfully slow depending on your phone's resources, network bandwidth, and traffic.

Yeah! very simple.
Install an code-editor from app store then write some codes.
Find a web hoster(hosters like netlify allows you to host websites free - you can just search on internet about web hosters).
Choose your files and complete the hosting process.
