How to make a game on phone?

Question

I'd like to know what tools I'd require to develop a game like Cardinal Quest 2 for example, having only my phone to do all the coding/sprites/etc.
And which languages I'd had to learn?
Is it possible with only JS/CSS?
And i would be able to add it to Play Store and such?

you need androids sdk kit to start. usually java is used for the coding but javascript and web language can be used as well

for the phone specifically..download androud AIDE software

for sprites..just download sprite creation tool like sprite animation studio
