for example Java is more for aplications and c++ for some programs and so on, but I dont know anyrhing bout ruby

Good answer, but don't think ruby is only good for rails. You can do scripting like a boss with it. The biggest web security audit tool is metasploit and it's made with ruby. You can also do network programming and testing automation with watir, capybara, cucumber, rspec, etc

basically it's designed for anything that doesn't require a very very big performance. Since ruby is amazing at making programmers happy, but it's slow.
