templating issues

Question

When I define overload the operator inside the class its fine but when i do that outside the class there is an error... why?
I think I'm doing a a mess with templating and I have some faults in my basics.

Can anyone please tell my how to define the operator outside and what is that I'm missing that resulted in that error????
