A hacker and a programmer which is best and why??

They're both great but see it this way.

Initially hacking isn't just about bypassing codes or breaking through firewaĺs. A social Engineer is a hacker.
To me hacking is just rewriting of codes

There's a very big difference between programmer and hacker.
Note : Every programmer just can't be a hacker but every hacker is a superb and gifted programmer.
It is difficult to be a programmer. To play with codes, to make new codes is really a hard task. Out of every 100 people merely 10 can be programmers.
Now, hackers are giftes programmers with knowledge of networking and cyber security. Nearly 1 out of every 100 programmers can be a hacker....
Both of distinct work. U can't compare them. Programmers love writing codes and hackers love cracking systems and codes !!!

I think is like opera instrument artists. They know every single note, every tempo anything about the theme that's playing(those are the programmers)
And, there are the street singers that are playing by the ear, not studying all the details from scratch, maybe being super creative, showing the World New ways... (those are hakers)

A programmer is a person who knows programming and able to code.
And a person cannot be hacker without learning programming.
So A hacker is a programmer that works for or against cyber security

Hacker:
White Hat: can be paid to fight bad hackers (even if they don't find anything?)
Black Hat: can get serious penalties for unauthorized hacks, hacks without permission/following the law, but, like Carbanak gang, can strike it rich.

Programmer:
type 1: makes games, but needs inspiration
type 2: makes websites, but has to have someone pay for profit, may not be successful in pages
type 3: does code for fun, nonprofit, may need another career for pay, but likely happy.

Sure, they go hand in hand but all hackers are very good programmers but not all programmers are hackers.
That's my point of view.

Honestly, I don’t find much of a difference. Hackers use different methods of getting around problems and those methods lead to new forms of programming. You need to know one to do the other.

ethical hacking is a great skill to have and is highly sought after! large companies pay alot to have ethical hackers try to hack into their systems or act as penetration testers to see how good their system security is,
i suppose in some aspects hacking and programming go hand in hand.

I would agree with most of the explanations already given but with a slight difference in specialization and outlook:
A programmer creates applications.
A Hacker seeks to exploit weacknesses of those applications.
A programmer will know about network security, but depending on the apps he creates it might not be vital for him to be a specialists because someone else is in charge of it.
A hacker would need to have sufficiant knowledge to bypass network security first before he can try his skills on the app.
A programmer studies and knows how to create uptodate applications and perhaps data infrastructure.
A hacker studies and learns how actual applicalions and data infrastructure (old and new) work in order to find/guess weacknesses.
There is no rule that these two cannot mix, but I do not suppose, that a hacker must be a gifted programmer first. One might say he is an art critic who evaluates a programmer's 'art'. Through I do think he has more first hand knowledge than an actual art critic.
