just like we can open txt file , can we also insert html file in c programming, such as easy to make registration form

but do you know how to open excuted html file...like instead of file to write html tags, i want to open a file which is already a well written ..for eg i have a html file of register form which sends filled form by user through gmail and now i want to open that form in c program ,so that instead of filling form in c and store information in that disk .i want to send it to my gmail .....i know how to provided link in c ..but for that i need to host my html form as a website ..
