CSS is not necessarily more difficult that C++. In fact, CSS is totally different from what C++ does.

CSS is a style sheet language for documents written using markup language (like HTML).

Basically, for example, in CSS, you are to define the styles for each HTML element, class, or IDs - so you need to know the language syntax and must be a bit creative so you can construct good style sheets.

On the other hand, C++ is a general purpose high-level programming language for developing applications and programs.

This language is, unlike CSS, designed for a completely different purpose. So in order to know how to use it, not only you need to know the syntax, but you also must have an understanding of how object-oriented programming works, variables to use, etc. so you can utilize the language.

My final words: learning CSS may be easier than C++, but it is unfair to say so because they are used for two different tasks.

In fact nowadays some IDE like Qt may allow you to work with both of them in the same project, but not in the same way. In those cases, you will be working on an hybrid application were you will use CSS codes to design your html pages (as a front-end designing) and then use C++ to handle and manage your variables (for back-end purposes)... So it's not easy to compare them but you may have some good reasons to work with both of them in the same project.
