How do people make new programming languages? Also how did the first programming language came into existance?

Programming languages are generally written in other programming languages for example python and java were written in c

C++ was written in c as well

For the second question:
The first programming language I think was Assembly which is barley legible yet is better than machine code
any way Assembly was the first then languages like cobol,c,Pascal came around making it way more easy to code

Actually i was wondering how did they "taught" the computer that suppose... ""this " " means this" " in binary etc"".I get that afterwards they used "those" languages to build some other easy to learn languages...and thus we got C and from C we got all other various languages etc.
