If I create an IOS app using swift, if I want the get that app on google play store too for Android devices,shall I code it from scratch with another programing language since Swift is just for IOS?

But you can make the app only with ReactNative, it can export to ios, android and desktop

Yes I believe it needs to be rewritten. As far as I know Swift isn't a Write Once Run Anywhere language.
