external & inline css codes

hi my sololearn friends!
Sometimes the external css code does not work properly, but the same code works inline. Who knows what is the reason for this?

Can you please explain, on what condition, the external code doesn't word properly?
External coding of css and js is the best practice.

If it is not working properly, then lets know why it happened so?

Your comment is absolutely correct. I also use the externally.
But sometimes, as I work in the code editor, I will be forced to enter some css code inline.
For example, today, the css code for the footer that I wrote in the external file did not run at all, and I had to enter the same code inline.
