Which is the best language to learning Algorithms and Data Structures?

My three options for learning this is Java, Javascript and Python

Honestly, it can go either way (in my opinion). You want the speed and efficiency a compiled language has for algorithms, but interpreted languages such as python has lots more potential and capablility.
