I'm not sure that this is programming related, even though it is tagged as web development when it is asking for design tools.

If you're just getting started, I recommend moqups.

It's lightweight and will probably get you through your first simple project, but runs into issues if heavy lifting is needed. After that, you should have a better idea of what you like and what you don't like so you know what you would value in a better (paid) tool that would be worth investing in.
