Javascript can be more powerful because it's more dynamic.
But it's better to do what you can do with CSS, with CSS. Because some people disable their javascript in browser options.

I agree with you Calviղ .CSS and Javascript aren't comparable. But if you don't consider their differences and just look them both for designing website, my answer could be right.
