The web is very large space/industry and there is not one approach to learning it. What it means for you or anyone looking to learn web development is that it first boils down to what you really want to do with/on the web before what to learn. For instance, if you looking to focus more on design then you'd most likely need a black belt for CSS, SCSS, Bootstrap. This path might lead you to learning bigger frameworks like Vue.js, React.js or Angular. In essence, you'll not only need to need to know CSS, but you must master Javascript. Like they say, HTML, CSS, Javascript is the golden trinity of Frontend. Leaning the three languages and being comfortable at writing codes with them means you're already on the right path to becoming a Frontend developer. You may have noticed the pattern already. To become good at one thing on the web, you'd most likely need couple of languages under you belt. Same goes for sharpening your skills for the backend development. You'll certainly have to learn languages like PHP, Python (Flask or Django frameworks), Express (on Node.js) or Rails(on Ruby). The beauty of the web is that all of these languages have similarities and learning one prepares you for another. Above all, being good at web development will require just the languages. It will require surrounding yourself with experienced programmers, or peers who want the same thing as you. This helps with keeping the desire within you going. NB: Don't be in a haste to waste your money on Udemy, Coursera, Udacity courses. Consult with people in the industry, get recommendation from them on the best resources online. PS: Patience is key to being a guru. Don't be in a haste to grasp it all. Take your time, let previous lessons sink it first, practice, practice again. And practice again. Good luck.

Start with HTML, then go for CSS and JavaScript. You have to learn all three of these first.

From my suggestion, you should go through youtube... Their are many channels in web development courses.. And for learning, multimedia is better than any plane text such as websites... And if u r the beginner, then first start with HTML, CSS JAVASCRIPT, And then advance... ..
