I linked css file to the php file, when i change something in css's file, refresh the browser, but it doesn't work
Its kind not responsive, why?

Did you remember that you haven't saved the CSS file ?🤔

A standard refresh won't override the caching, so perhaps you need to use a force refresh. For example, in Chrome, it's ctrl+f5.
