How would you build automated tasks?

I'm talking about automated payments and subscriptions.
Language doesn't matter.

I'm aware of mysql event scheduler.

Think about monthly subscriptions.
The event should query dates every day and execute a script if the date is end of due.
But think about doing this with thousands of users...
