most effective approach to studying C++/computer science overall

I'm relatively new to coding. I just started studying within the last year. I am particularly new to studying C++. I'm experiencing a bit of a learning curve with figuring out how to propel myself. I would really appreciate your advice about what works best for you with the following questions or any other suggestions you may have. Could you advise me about....

1. the best, most effective and quickest way to pick up c++, other languages, computer science concepts, (anything else I may have forgotten to mention or not included)?

2. best way to organize and structure my study? OR what has worked for you and kept you focused/motivated and consistently making the greatest progress towards your goals?

3. how to define goals or milestones?
