Does PHP work even if you don't publish your website?

Question

If I made a survey website, And send you the link to the website, would I still be able to get the data? The website Is not published, If I just sent a Link to people;

Example:
You like Pizza:
Yes: 96%
No: 2%;
Some: 18%;

* I don't have a website, (I'm just IF )

Php would be working but it won't get the data because you're missing some kind of database connection with it.. where would be the data stored otherwise?

So if you use fake data for the survey, then yes, you could just send file.php to users and it should be working

If you not publish your website, it's impossible for others to access the website from online internet.
