I don't know if I understand your question a 100%, but I would say that you need a webserver for this. For example a TomCat webserver can do this for you. Install this on your windows server. After that you can visit this website in your local network. To get internet access, you have to get a provider. He will host your website, but your have to spend some money I guess. :)
