Why did some learners decline random challenge?

In random challenge,if you want to decline,please turn off your weapon instead of declining.

Well, some users don't know how to turn off their weapons until someone tells them.

People can turn off or decline however they want it.

Maybe they want to play only certain players. Or they don't have time right now.

Do you believe that anybody who's ever held a tennis racket in their hand is obligated to play you whenever you ask?

HonFu go easy on him. Perhaps some don't turn off caps lock like others don't turn off weapons.
