How to make a user access system

Good day, I would like to know how you can create a user access limit to say for example ( wordpress images) via either HTML or CSS or any of the possible options. The idea is that the user when logged in should only see the images/files that were upload for him to have access, this means that not only he/she should be able to upload it but only he/she should be able to see this info.
