When I make any design using HTML & CSS on my smartphone and then view it from my PC , then it doesn't show properly. It works perfectly on mobile device but the elements show scattered separately on PC. How can I make the elements position fixed on mobile & PC both ?

You asked the wrong question. They shouldn't appear the same on wide screen device and narrow screen device.
