I would say no. All it takes to get the certificate is to answer all the questions, which some are multiple choice and you arent penalized for incorrect answers so you can answer until you get it correct. Plus in the comments there is almost a 100% chance someone has commented the answer.
If sololearn wants to have verified certifications, it would have to be a timed, sanctioned exam.
