2d binary pyramid

Question

Can anyone help me with implementation of 2d binary pyramid ? As I understand I must represent image like map of points(layer) and bound each 4 points to one and do it for every layer while they width and height not become less then two. I tried write it several times but it's work not like I expected. I need it for image segmentation.
Please can you write a simple implementation of it ?
