Not sure if your meaning of hybrid exactly, but pretty much any kind of app you want to make, whether it is native, desktop, mobile, iOS, Windows, Linux, Android, or across all of them, there will be a framework that will allow you to simply use JavaScript and HTML and CSS, and your server language whatever you want. It just depends on your project. I think you are talking mobile, look at PhoneGap.
