What is better for developing in ruby, an IDE or a web program and plz give any good ones☺

Starting to learn ruby but don't know any good tools.

Most Rubyists don't use an IDE, but rather stick with their favorite and most familiar text editor, such as Sublime Text, Textwrangler etc. However, probably the most popular Ruby IDE is Rubymine by Jetbrains. It is not free (quite expensive actually IMO), but offers a 30 day free trial. Another fairly popular IDE for use with Ruby and Rails is Aptana Studio. I believe it is free to use. I have never used it. I have used Rubymine and it is excellent if you are used to using any other Jetbrains IDE or Android Studio. However, I usually use the command line and Adobe Brackets with Ruby, which is also free.
