that firstly you need to have knowledge of HTML that may surely decrease the time you would take to learn CSS.

and secondly believe me...
anybody can tell you how long it took them to learn it
But No One Can Give You (if there is not a professional CSS person) the real ans. of your quest.
it solely depends upon your potential, hard work,
and will for it.

but just for a reference it may take 1 or 2 weeks...
