Welcome! if you need such a page in the near future, maybe it makes sense to look at the ready-made solution? since it will take a long time to create such a page when you are just at the start your education

As Gordon has stated you need a table in your database.
Let's call it *access_level* and assign 2 levels (admin, users.)
1.Admin has the ability to delete/add/deactivate a user.
3. Users can...? use the web-app.
Then use a conditional check on the login page to check the access level.

Usually you'd set the first Registration to be of the Superadmin How? Well, you do a check, since the first registration has an id of 1, you use that to set the access level of a superadmin.
I'd advise you to only have one super admin and add moderators, if need be that way you have powerful *PRIVILEGES*
