Needing advice on a project

Question

Ok so I'm pretty new here, For my first "serious" project I am wanting to make website where I have a section that people can post information on for others to see, somewhat like a bulletin board, but only so they can post text, and preferably also pictures, but if that is beyond the scope of my limited resources at the least text info. I'm currently using free web hosts for my sites, to do such a thing as I would like would I need server access or is it possible to code such a thing into my site? Any tips, or advice is greatly appreciated.
