Who approves the questions for challenge?

have you noticed some maths based codes are so long that the timer just run

Yeah, it is really annoying I had one question which had something like (1238 - 102 + 567 * 2) % - 1238... Once I tried to make a quiz about a module in Python, but got declined because there are many questions, but they approve maths based question which take long. I don't understand how it works
