Proper IDE

What IDE may I chose for writing codes? Do I select Dev3, VisualStudio, CodeBlocks or Qt? I learn C++ myself and I am beginner. Another question is do I have to have internet connection (Wi-fi) during coding?

I use Visual Studio Code. Though not IDE (like Visual Studio), it works just like it. You can install C++ extension in that so that VS Code can search for errors and also suggest statements and names of variables and functions. No, you don't need internet connection during coding.
