Can anyone tell me the language serial for learning web design + development?

For learning web design & development we learn
1. HTML
2. CSS
Then what to learn?
Now I am try to learn 'Bootstrap 4'. Is it correct?
And how much time for learning every language.

You must learn javascript because it is the most used language in web development, it can also be used in the backend with node js. I also recommend learning php, then I recommend learning frameworks.
