Apologies, I thought you meant link between pages. The <link> tags define links between a document and external resources. This tag is used to link external style sheets.

Links are hyperlinks, they are used to create the text that you normally see on web pages that when you click them they take you to another page.

Divs are used to divide the page into segments so you can basically group elements together for easier manipulation and styling.
