Question

What language should i learn for developing this type of application for Android, IOS, PC ?

MY IDEA:
I want to develop a Books library, translation of books in three languages. There are a numbering of every sentence in these books
1) I want to load books separately (sqlite)
2) I want to provide search facility with numbering or text
3) I want to show every number in single page with one, two or three translations as users desire.
4) I want to provide bookmark facility with category folders.
