Kali Linux is an Operating System just like Windows that you use. But it is based on Linux, just like Ubuntu. Kali Linux contains a vast collection of repositories and libraries and some pre-installed programs that are used for penetration testing purposes like network security testing, hacking, attacking, hijacking, etc...
For a newbie pentester, Kali Linux is the best choice.
